Only if they understand that here in Florida they might lose their home. If they can get the insurance they can do what they want. When I lived near Detroit there was an area in a flood plane that people decided to build homes on. They had to pay for seperate flood insurance to protect their homes. It was expensive!! Some people think the risk is worth it. I have a rich friend that has 2 homes. One in a safe location and the other on a key facing the gulf. He is aware of the downside to that location so he has a safe home as well.
